①個人向け国債

The government which issues currency issues the government bonds for individuals.

貨幣を発行している国家は、個人対象に国債を発行します。

All individuals can buy this government bond.

個人であれば、この国債は購入できます。

People cannot cancel the government bond people bought once.

一旦購入した国債は解約出来ません。

But it is possible to assign (imposing a tax).

但し、譲渡することは可能です（課税）。

The person who bought this government bond are given a personal account, and a repeat bond as the same amount as the government bond  is transferred to the personal account at the beginning of every year for life.

国債購入者には、個人口座が与えられ、生涯毎年国債と同額のリピート債が年度初めに振り込まれてきます。
